Shell Expands Used Lubricant Recycling Initiative in Vietnam

To comply with Vietnam's evolving extended producer responsibility (EPR) mandates, Shell Vietnam has partnered with a local recycling provider to handle the collection, transport, and processing of used lubricating oil. While the local partner manages operations and recycling procedures, Shell oversees management operations and maintains the compliance documentation required under EPR regulations.

Vietnam introduced EPR frameworks in 2020 through Articles 54 and 55 of its Law on Environmental Protection, with implementation details clarified in Decree No. 08/2022/ND-CP. Under these rules, businesses producing or importing lubricants, packaging, tires, and batteries have been required to fulfill recycling targets or contribute to recycling funds since early 2024. These requirements will expand to cover electronics and electrical products starting in 2025, followed by vehicles in 2027.

Because engine oil is among the earliest product categories subject to these regulations, companies face immediate expectations to establish effective collection and processing networks. This push aligns with Vietnam's broader commitment, announced at COP26, to achieve net-zero carbon emissions by 2050, with EPR serving as a major policy tool.

Dang Thi Kim Hoan, representing Shell Vietnam, emphasized that the collaboration supports sustainable operational practices and advances a circular economy, matching Shell's global initiative to generate value while reducing emissions.

According to Kline & Company's 2025 Global Lubricants report (23rd edition), Shell has retained its position as the top global finished lubricants provider for 19 straight years, covering consumer, commercial, and industrial markets. In Vietnam, Shell offers a variety of premium lubricants, including Shell Helix Ultra formulated with Shell PurePlus technology, which converts natural gas into a base oil that is up to 99.5% pure. Shell Helix Ultra meets the API SQ standard—the updated engine oil performance baseline introduced in 2025 designed to enhance wear protection and control low-speed pre-ignition in modern turbocharged direct-injection engines. Additionally, Shell's data center immersion cooling fluids earned the industry's first official certification from Intel.

Shell Vietnam also reported reaching 18 consecutive years of meeting its "Goal Zero" target, operating without accidents, injuries, or environmental contamination.
