The Central Pollution Control Board (CPCB) of India has issued a directive on February 17, 2025, mandating all producers of base oils, finished lubricants, importers of used oil, recyclers, and collection agents to register on the Extended Producer Responsibility (EPR) Portal for Used Oil within 15 days.

This initiative aims to enhance transparency and accountability in used oil management, following amendments to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2023. These amendments introduced EPR obligations effective from April 1, 2024.
Non-compliance with this mandate may result in environmental compensation penalties under Rule 39(3) of the 2023 regulations. Currently, only 77 producers and 33 recyclers have registered on the portal, highlighting the urgent need for more stakeholders to comply.
