Indian Oil Corporation Ltd. (IOC), a state-owned energy major, is accelerating its green energy transformation with the launch of the country’s largest green hydrogen initiative and a new partnership aimed at advancing bioenergy and bio-hydrogen technologies across India.

Central to this initiative is the establishment of a 10,000 tonnes-per-annum green hydrogen plant at IOC’s Panipat refinery and petrochemical complex in Haryana, scheduled for commissioning by December 2027. This marks IOC’s most ambitious entry into green hydrogen production, leveraging renewable energy sources such as solar, wind, or hydro to power electrolysis, a process that splits water into hydrogen and oxygen. The green hydrogen produced will gradually replace fossil-fuel-based hydrogen in refinery processes, significantly cutting carbon emissions.
This flagship project aligns with India’s National Green Hydrogen Mission and supports IOC’s broader decarbonization strategy. The green hydrogen will cater to hard-to-abate sectors such as oil refining, steel manufacturing, heavy industries, and long-haul transportation, including rail and maritime.
Calling it a pivotal milestone, an IOC spokesperson stated, “By transitioning from grey to green hydrogen on a large scale, we’re taking a major leap toward achieving our net-zero targets and contributing to India’s sustainable energy future.”
In addition, IOC has entered into a Memorandum of Understanding (MoU) with the Indian Biogas Association (IBA) to foster the development of India’s bioenergy and bio-hydrogen sectors. This collaboration includes setting up a knowledge hub, sharing technical resources, and launching training programs to enhance industry capabilities.
The partnership will also drive research and development, infrastructure creation, and policy advocacy to support incentives for biofuels—including compressed biogas and green hydrogen. The goal is to synergize efforts across the public and private sectors to fast-track deployment and regulatory coherence.
Through its twin focus on green hydrogen and bioenergy, IOC is positioning itself as a leader in India’s low-carbon energy landscape and a key enabler of the nation’s clean energy aspirations.
