DALLAS, March 31, 2025 /PRNewswire/ — Pennzoil-Quaker State Company, a subsidiary of Shell plc, and Blue Tide, a re-refining innovator backed by Tailwater Capital LLC, have announced the successful completion of Blue Tide's large-scale used motor oil (UMO) re-refining facility in Baytown, Texas.

Terry McHugh, CEO of Blue Tide, praised the teamwork behind the project, emphasizing the company’s commitment to sustainability. “We’re proud to support the circular economy by converting used lubricants into clean, high-performance base oils, reducing waste and boosting resource efficiency,” he said.

Now fully operational, the Baytown Facility boasts one of the industry’s largest hydrotreaters, enabling the production and sale of high-quality Group II+ base oils. This advanced process lowers the carbon footprint compared to traditional base oil production.

Ade Ajala, CEO of Pennzoil-Quaker State and SVP at Shell Lubricants Americas, called the facility a major step forward. “This partnership with Blue Tide allows us to deliver top-tier lubricants with reduced environmental impact, aligning with our sustainability goals and strengthening our future-ready product line.”

The facility is capable of processing 5,000 barrels of UMO per day, producing high-quality base oils and byproducts like gas oil and asphalt modifiers. The addition of a hydrotreater improves both quality and efficiency by removing impurities and enhancing oil performance to meet rising market demand. Strategically located on Cedar Bayou near the Houston Ship Channel, the facility is well-positioned for distribution via truck, rail, and barge.

David Cecere, Partner at Tailwater Capital and a Blue Tide board member, hailed the achievement as a sign of progress. “The Baytown Facility is a major step toward sustainable innovation in the lubricants industry, with the potential to drive long-term growth while advancing the circular economy,” he said.
